Introduction |

The Council of National Delegates of the European Society
of Neuroradiology (ESNR) proposes to form the Provisional European Board
of Neuroradiology (PEBNR). Members shall be representatives of their
national organisations and acknowledged leaders on a professional, scientific
and university basis. The Board shall be constituted in accordance with
the statues and rules of procedure of The European Union of Medical
Specialists (UEMS) and its specialist sections. The Provisional European
Board of Neuroradiology shall provide fresh impetus to the goals of
the ESNR to increase the involvement of members of national Societies
of Neuroradiology in its activities and to advance the practice and
development of Neuroradiology in Europe. |

II.
|
Object |
| |
The aims of the Provisional European Board of Neuroradiology
shall be as follows: |
| 2.1 |
The main objective is to guarantee a high standard of
care in the field of Neuroradiology in the countries of Europe, by ensuring
that specialist doctors are trained to the highest possible level. |

This aim shall be achieved by the following means: |

2.1.1
|
The PEBNR shall recommend training standards for Neuroradiologists
and offer guidance on how standards shall be maintained. |
| 2.1.2 |
The PEBNR shall make proposals for the quality of training
and for the syllabus of training in Neuroradiology. |
| 2.1.3 |
The PEBNR shall recommend criteria to which centres providing training
in Neuroradiology should conform.

2.1.4
|
The PEBNR shall examine the content and quality of training
in different countries of Europe. |
| 2.1.5 |
The PEBNR shall facilitate the exchange of trainees in
Neuroradiology between training centres of the various countries of
Europe to ensure better harmonization and quality of training. |
| 2.1.6 |
The Board shall establish a system for "recognition
of quality" in Neuroradiology. |
| 2.2 |
The PEBNR is willing to fulfil the recommendations applicable
to specialist sections of UEMS. |

2.3
|
In order to guarantee that the National Associations within
Europe are represented, the following conditions will be observed: |

2.3.1
|
The new organization will bear the title "Provisional
European Board of Neuroradiology" and will adhere to the statutes
of the Specialist Section of UEMS. |
|
2.3.2
|
Members will be representative of all the countries forming
the ESNR. One member per country will be appointed by their national
organizations. |
|
2.3.3
|
The newly formed PEBNR can co-opt a number of experts,
as they consider necessary, for the functioning of its various subcommittees. |

III
|
Definitions |
| 3.1 |
The Provisional European Board of Neuroradiology shall
make recommendations as to the necessary content of training programmes,
the opportunities for training and technical knowledge and skills needed
for the practice of Neuroradiology. |
|
3.2
|
Full membership of the Provisional European Board of Neuroradiology
shall be confined to representatives elected by their national specialist
organisations and current members of the Executive Committee of ESNR.

3.3
|
Recognition of quality (European Board Quality). |
| 3.3.1 |
The Provisional European Board of Neuroradiology can issue
a certificate of recognition of quality. |
| 3.3.2 |
It is the responsibility of the certification committee
to assess those applying for recognition by the European Board of Neuroradiology. |

IV
|
Composition |
|
4.1
|
The Provisional European Board of Neuroradiology shall
comprise one representative of Neuroradiology from each country. This
representative must be a member of the national organization recognized
by ESNR and nominated by that organisation. |

4.1.1
|
National delegate members of the PEBNR shall be elected
for a two year period by the national association. |
| 4.1.2 |
This term of office may only be renewed once, on condition
he/she continues in practice. |
| 4.2 |
Elected members of the Executive Committee of ESNR shall
also be members of PEBNR. |
|
4.3
|
The PEBNR shall be administered by an elected Executive
Committee comprising: Chairman, Vice-Chairman, General Secretary and
Treasurer. |

4.3.1
|
The Chairman and Vice-Chairman of the Executive Committee
of PEBNR will be appointed for 2 years. The Treasurer and General Secretary
will be appointed for 3 years. |
| 4.3.2 |
Individuals may be re-elected for a single further term. Such terms
shall be completed independent of the individuals tenure as
national delegate or ESNR Executive committee member.

4.4
|
The PEBNR will form working committees. |
|
4.5
|
To constitute the first PEBNR, the current national delegate
to ESNR per country and members of the Executive Committee of ESNR shall
be appointed as inaugural members of the Board. The current national
delegate must be replaced by their national association within two years,
as laid down in Article 4.1.1 and 4.1.2. |

4.6
|
The Boards may call upon one or more experts. |

|
Voting rights. |
|
5.1
|
Each national delegate and ESNR executive committee member
shall have one substantive vote. Experts and co-opted members shall
not have the right to vote. |

5.2
|
National associations recognised by the ESNR may replace their PEBNR
member at any time.

VI
|
Executive Committee |
| 6.1 |
Election of the PEBNR Executive Committee. The Provisional
European Board of Neuroradiology shall elect an Executive Committee
from its members. The Committee shall comprise a Chairman, a Vice-Chairman,
a Secretary and a Treasurer. As far as possible, the Secretary should
be the General Secretary of the European Society of Neuroradiology.
The Executive Committee shall establish the rules of procedure and undertake
the organization of meetings and execution of decisions etc. |

6.2
|
The Chairman of the PEBNR shall report to the General
assembly of ESNR and ensure that the activities of the Provisional European
Board of Neuroradiology are in-line with the principles enshrined in
the Constitution of the ESNR and Statutes of the UEMS |
